Map: http://www.garrysmod.org/downloads/?a=view&id=125585
It's a dark map, which has a ton of benefits to that. Sure, it can be hard to see, but it prevents people from lolseeing (Noticing a thread of a persons cloth sticking out from behind a wall and knowing they're there, or seeing an unusual sharpness in a fuzzy background which could be a ghilliesuited soldier in a forest, even though they wouldnt be seen as easily IRL) people. It also adds to the depressed atmosphere which is supposed to be in HL2rp. The map is well balanced, it has four regions: Plaza, Slums, Sewers and Canals. The canals can only be reached by going through the sewers, which would most likely be a restricted area for citizens. The slums is connected with the Plaza, and has a large variety of buildings and spaces where you could stay or hide. Almost all rooftops are accessible aswell.
Situation: The combine is controlling this city, which makes the citizens freedom extremely restricted. There is no known (no official) resistance group, so it is up to the players to either go it alone or secretly create a group and hide out somewhere. The fact that resistance groups are kept secret (obvious choice of the player, but it's recommended) could create sudden conflict once groups might collide, and start arguing about supplies, weaponry and whatnot. This, I believe, would take HL2rp to a new level because, the resistance wouldnt only be fighting the combine, but also other resistance groups, mostly for supplies and territory control. The rebels would need to take extra cautious decisions about certain things, and be aware of pretty much everything going on around them, just so they can avoid getting a knife in their back. I think this would completely remove the standard resistance type that walks the streets with their armor on and weapons drawn, knowing they can kick any combines ass that approaches them.
But the Combine isn't the only enemy anymore...
